加温並びに磁気処理によって活性化した原料水と、加温および磁気処理によって活性化した原料油とを光触媒反応装置に導き、光触媒作用によって加水分解反応、水素化反応並びに水和反応などの化学反応を行い、発熱量が変わらぬ軽質油を製造することができる。さらに、未反応物を再度、磁気処理装置を通して光触媒反応装置に循環し、改質反応を進めることにより原料油の１.２〜２倍量の収量を得ることができる。
